Fernando Mendoza saw his first NFL action last week, but will he be starting against the Buffalo Bills?

Las Vegas Raiders head coach Klint Kubiak confirmed that Kirk Cousins remains the starting quarterback for Week 6 against the Buffalo Bills, leaving rookie No. 1 overall pick Fernando Mendoza on the bench. Despite calls from fans and observers to start Mendoza following a 45-17 blowout loss to the New England Patriots, the Raiders plan to continue developing the rookie slowly.
Mendoza saw his first NFL action during the final drive against the Patriots, completing 6 of 8 passes for 48 yards. However, Cousins ranks second in the NFL with 12 touchdown passes, and Kubiak reaffirmed that Mendoza will only play if called upon in relief.
