Newly published written reasons reveal the FA's independent regulatory commission split 2-1 when rejecting Arsenal's appeal against Max Dowman's red card. The 16-year-old was dismissed by referee Michael Salisbury for violent conduct after kicking out at Harrison Neal during Arsenal's Carabao Cup penalty shootout defeat to Fleetwood Town. One commissioner argued the incident was petulance rather than violent conduct, but the majority ruled the dismissal was justified.
The panel, consisting of Udo Onwere, Stuart Ripley, and Ray Olivier, unanimously rejected Arsenal's claim that the three-match ban was excessive. Dowman served the first game of his suspension in Arsenal's 1-0 win over Liverpool and will remain unavailable for Mikel Arteta against Hull City and Newcastle United.
