Independent Football Regulator chair David Kogan has outlined proposals to reduce parachute payments, more than double solidarity funding and introduce new financial support for struggling EFL clubs as talks between the Premier League and EFL continue.

Independent Football Regulator chair David Kogan has outlined proposed financial reforms that could significantly affect clubs like Sheffield United. Speaking on The Rest is Football, Kogan revealed plans being negotiated between the Premier League and EFL to reduce parachute payments while more than doubling annual solidarity funding for Championship clubs to narrow the financial divide between relegated sides and division regulars.
The proposed framework introduces a merit-based distribution system rewarding higher league finishes, alongside dedicated development and liquidity funds for stadium projects and struggling clubs. The changes remain subject to agreement between the leagues, while the regulator also prepares a new licensing regime and maintains a financial warning watchlist.
