Club scouts attended England's 7-0 win over Croatia on Saturday specifically to monitor the 23-year-old, who has already been scouted at least three times this season by the Spanish side.
Chelsea remain frontrunners for Scott after failing to complete a permanent transfer over the summer, while Liverpool are also monitoring his situation.
