Sullivan is set to join Manchester City when he turns 18, per an agreement signed years ago

United States international Cavan Sullivan remains scheduled to join Manchester City in January 2028 despite the English club's recent financial rule breach ruling. A Premier League commission found City guilty on 114 charges, but sources state the 17-year-old's contract and long-term transfer plans are unchanged as City plans an appeal.
Sullivan will stay with the Philadelphia Union until he turns 18, with any earlier European move requiring mutual consent and extra compensation. The midfielder recently became the youngest player to start for the USMNT this century and won MLS Player of the Month for September.
