The Premier League's Key Match Incidents panel also identified missed decisions involving Aston Villa and Fulham, as it reviewed several contentious refereeing calls…
The Premier League's Key Match Incidents panel concluded that Chelsea forward Cole Palmer should have received a straight red card against Tottenham on October 24. A 3-2 majority determined Palmer's 70th-minute clash with Spurs player Mateus Fernandes constituted violent conduct, citing clear contact to the head with excessive force. Palmer was eventually sent off ten minutes later following a second yellow card for fouling Conor Gallagher.
All five panellists supported VAR John Brooks's choice not to recommend an on-field review for Palmer's initial booking. In other rulings, the panel found Aston Villa should have been awarded a penalty against Manchester City for Elliot Anderson's challenge on Johan Manzambi, while VAR was advised to intervene during an incident involving Fulham and Coventry.
