The USGA and R&A have proposed three optional Model Local Rules for elite competition to address hitting distance, according to a recent Notice to Manufacturers. At the request of the PGA Tour and DP World Tour, the revised proposal would eliminate existing testing tolerances for golf balls and drivers and limit club length under 46 inches.

MyGolfSpy argues the proposed changes would have minimal real-world performance impact while potentially causing manufacturing headaches through equipment bifurcation. If adopted following an equipment manufacturer feedback window closing in October, the new rules could take effect as early as January 2028.
