PREM Rugby and the Rugby Football Union stated that their priority is expanding the English top flight with domestic clubs rather than Welsh teams. The announcement followed reports suggesting that the Welsh Rugby Union was in discussions to create a cross-border league. The PREM currently aims to expand from 10 to 12 clubs in time for the 2029/2030 season.

The WRU, which recently reported an £18.1m loss, reaffirmed its commitment to four United Rugby Championship sides through 2027/28.
