The Keystone report looks at why the WRU has chosen to have just one team in west Wales going forward

The Welsh Rugby Union has published the Keystone Report, revealing the data behind its decision to cut from four professional teams to three. Under the proposed model, Cardiff Rugby and the Dragons will receive first refusal on two of the regional licenses, leaving west Wales clubs Ospreys and Scarlets to either merge voluntarily or compete for the single remaining spot.
The report prioritized long-term factors such as population, accessibility, and financial sustainability over on-field performance and heritage. Cardiff and the Dragons topped commercial metrics and population catchments, while the Dragons also benefited from owning Rodney Parade. The WRU plans to finalize the three-team framework by June 2027 ahead of a July 2028 rollout.
