Brian Carney has urged the Rugby Football League (RFL) to get serious about its ambitions to strengthen the domestic game in England by implementing a strategic plan.

Brian Carney argues that the Rugby Football League must implement concrete strategic plans rather than launching further discussions following the early World Cup exits of England's men's and women's teams. After the national sides were knocked out in the group stages, the RFL appointed an advisory panel of former players to discuss the future of the international setup, but Carney insists the governing body must act on its existing 144 recommendations regarding governance, financing, and player pathways.
Carney also notes that prospective investment from the Australian Rugby League Commission will not solve domestic issues automatically. He contends that real progress requires deliberate resource allocation, stronger grassroots participation, and improved academy structures under new RFL chief executive Ian Nolan.
