Spurs failed to make a single signing in back-to-back transfer windows in 2018 and 2019

Former Tottenham Hotspur manager Mauricio Pochettino revealed that the club went 18 months without making a signing because they had to strictly comply with Premier League financial rules. Tottenham made history in the 2018/19 season by becoming the first Premier League club to sign no players during a summer transfer window, followed by zero signings in January.
Pochettino made the comments when discussing Manchester City's guilty verdict on 114 financial charges, questioning why oversight was so strict for Spurs while other clubs broke regulations. He stated that Tottenham competed for titles, top-four finishes, and reached the Champions League final despite the financial constraints imposed on them.
