Manchester United, Arsenal, Liverpool, and Tottenham Hotspur were given advance notice of Manchester City's guilty verdict before other Premier League clubs. The four teams had previously served legal notice regarding their intention to seek compensation, and prior sight of the outline findings appears tied to those claims. A three-man independent commission recently found Manchester City guilty of substantive rule breaches, including booking £830m in sham sponsorship deals, though City denied the findings and appealed.
Separately, reports revealed that HM Revenue and Customs opened an inquiry into Manchester City in 2018 over potential tax issues stemming from leaked emails. While HMRC has taken no formal action against the club, tax expert Dan Neidle suggested City could owe £12m related to past managerial contracts for Roberto Mancini. Former Newcastle director Amanda Staveley publicly urged the Premier League and City to negotiate a resolution to the ongoing conflict.
