Fleming is building his coaching staff ahead of his first series leading the Test side against South Africa in December.
Simons has previously worked closely with Fleming across multiple franchises, including Chennai Super Kings, Joburg Super Kings, and Texas Super Kings. The appointment coincides with England dividing head-coaching duties, with Brendon McCullum directing the white-ball teams.
