New Zealand rugby has moved to streamline its professional pathways and operations by consolidating the NPC and Super Rugby from 2028.

New Zealand Rugby will consolidate operations and professional pathways for Super Rugby and the National Provincial Championship starting in 2028. The governing body is aiming to cut spending by five percent while addressing an estimated structural deficit of 20 million New Zealand dollars per year. The initiative confirms the long-term futures of all 19 teams across both competitions.
Under the new structure, Super Rugby will gain operational independence, allowing NZR to dedicate more resources to the NPC and grassroots rugby. NZR CEO Steve Lancaster stated the union is open to exploring a competition-wide salary cap, centralized commercial assets, and updated player movement rules alongside Rugby Australia.
