The debate re-emerged after Toulouse flanker Jack Willis retained his title as the best player in France's Top 14 and joked about finding a way to play international rugby.
Sanderson stated that permitting players to move to France while continuing to represent England would devalue the league and make it impossible to compete financially. Baxter supported the overseas ban, arguing that the Premiership's financial standing and quality depend on keeping top talent in domestic rugby.
