The Blues previously had bids reaching up to £68 million rejected during the summer transfer window as they sought to replace Enzo Fernandez. Bournemouth currently value the 23-year-old England international at £100 million.
Scott reportedly prefers a permanent move to Chelsea and is not interested in extending his Bournemouth contract, which has two years remaining. Chelsea are preparing to make another approach in the January transfer window, though they are prepared to wait until summer if Bournemouth refuse to sell mid-season.
